The automatic scheduler doesn't support fixed times.

Instead, turn off automatic scheduling (with $Conf{BackupsDisable} in
3.x, or in 2.x by setting FullPeriod to -1) and use BackupPC_serverMesg
with cron to start full and incremental backups exactly when you want.
