This doesn't make any sense to me.  I run backups on some remote 
machines that could not possibly work if rsync fulls copied unchanged 
data.  How are you measuring the traffic?

It should work the way you expect as-is, although the rsync-in-perl that 
knows how to read the compressed archive is somewhat slower.
