Just to report backup and close this out, I installed backuppc without
making any changes to the permissions of my pre-created directory
/var/lib/backuppc and the install went fine. Backuppc took over ownership
from root and sub-directories were created within it.

Yes - I found the same after the install, /var/lib/backuppc is owned by
backuppc user and backuppc group.
However I don't have backuppc as a "normal" user, e.g. he cannot login as a
normal user can. This is not a problem, just making the comment.
