An rsync 'full' does a block-checksum comparison on all the files. It
doesn't actually transfer the data, but does read everything from the
disk which may be your bottleneck now.

That's the difference between rsync fulls and incrementals. In an
incremental run it will skip anything where the directory timestamp and
length match the previous copy. In a full it does a check of the
contents that doesn't take a lot of bandwidth but make take a long time,
plus it rebuilds a complete directory tree in your archive.

Compression has to do with the pooled file copy, not the rsync transfer.
Backuppc's version of rsync is capable of comparing your compressed
archive file against the uncompressed remote target, so if they match
nothing is transferred again. If you have a real network bandwidth
issue (like backing up over a WAN or the internet) you can enable ssh
compression.
