If you're already using BackupPC installed through apt, I'd stay on  
that route. You can get a BackupPC 3.1.0 package from Debian unstable: 
http://packages.debian.org/unstable/utils/backuppc 
  I'd download the package and install it manually. No need to  
uninstall the old version, but 3.x comes with a new configuration file.
