Fedora, RHEL, and CentOS need the perl-suidperl package installed.  SuSE 
may package things differently.   A less-secure approach that is 
probably OK if you aren't running other web sites on the same machine 
would be to run the httpd process as the backuppc user - or the other 
way around, to avoid the need for setuid.
