do you have messages queued up?  run 'mailq' and see if there are messages.
Is this server have a mail server installed?  is the smtp traffic being
filtered by a firewall or your ISP?

what is your OS? and distribution if linux?
what is your MTA? sendmail? postfix? exim?

You may need to setup the MTA, open up ports on your firewall, or configure
your system for a smarthost(a different email server that local mail is
forwarded too)

as for the email messages, if you do not need english language emails at
all, you can copy the ft.pm over the en.pm and see if that fixes your
problem.
