The riddle should become a lot more clear just as soon as you read a
bit of the manual.

Why not just set it up on a test system?    It doesn't take long, and
that will get you through enough of the manual to answer most of your
own questions and get some experience with it.

That's one way.  There are several others.  If I'm not mistaken you
only need the key exchange if you want encrypted backup transport.   I
just use rsyncd because I don't care about encrypting the stream.   No
key exchange required.
