Or you can try 1.5 > to see if that's your issue without going through the trouble of compiling > your own... but no more long file names of course.
Did you just recompile rsync or the cygwin dll or both? I found this old posting that may explain the underlying problem on windows and why it particularly affects cygwin when talking to something with a normal delayed-ack tcp stack.
