in my BackupPC installations, instead of change the apache user, i change
ownership to all BackupPC files:
(supposing www-data is your apache user and BackupPC is installed on
/usr/share/backuppc )
# chown -R backuppc:www-data /usr/share/backuppc
in this way you grant apache to access BackupPC files.
