Oops, I read your email too quickly and didn't this part.

The documentation doesn't have a section dedicated to how to do this,
nor is there a file in the tarball providing advice.  The closest
reference is:
  http://backuppc.sourceforge.net/faq/BackupPC.html

  "If you are upgrading from an earlier version the configure.pl
  script will keep the configuration files and log files in their
  original location."

I performed an upgrade yesterday - configure.pl does indeed use your
existing configuration to answer some questions and preserve settings.

The documentation does mention you can run:
  perldoc confgure.pl

in the source directory, but there is no reference in the doco that
this is relevant for an upgrade.  You can review perldoc and the
configure.pl script itself if you're comfortable reading perl code.
