You could try su'ing to apache (or is that www-something on debian?)
and then executing the BackupPC_Admin cgi script with perl to see if
you get an error of some sort instead of the html for the default
page. If it outputs the html for the page, your problem must be in
the apache config.
If your apache user doesn't have a login shell you might need to use
'su -s /bin/bash www-data'.
