Now I need to find out how to get the server to listen. OK, it appears from the URL given that my IP address is blocked because it is on some Policy Block List. But my IP address comes from my ISP via DHCP. Are they blocking their own IP address? It looks like I can remove it from the list but I'd like to understand this a little better first.
