You do not use plain text passwords, you use ssh keys.
You will generate a key on your backuppc host, with the backuppc user
account, and then put the public key on the remote server. And then login
once via ssh to the remote server to test if the key works (with the
backuppc user).
If everything is ok, then backuppc will run the rsync job without problems
