It should only be checked when the backuppc service is running and it
makes ssh connections.  That won't be happening if you remove $TopDir.
  But, I'd leave /var/lib/backuppc/.ssh in place in case the package
updates and only remove the pc/pool/cpool contents if you want to
recover the space.
