I don't understand what you are trying to do here.  The web interface
is going to generate a URL-encoded command that can be sent back to
the web interface.  If you want that, why not just check the option to
do it in the web interface?   Or if you want to want to use the
command line, why not just type the options in yourself without the
unnecessary &-encoding.
