If your NAS device supports NFS, that is probably the easiest route to
a working backuppc.    Meanwhile, if you want to verify that it ever
was making hardlinks in the right place you could:
cd /var/lib/backuppc
find . -type f -links +3
to see if you get a list of linked files.
