It is still true when it talks to backuppc. The backuppc server has
its own rsync implementation in perl that is able to compare the
compressed archived copy with the remote in its original form. The
protocol-version chat at the start of the connection establishes that
even a 3.x remote rsync will have to downgrade and send the whole
list.
