I'm using the cygwin-rsyncd package from Sourceforge to back up my Windows boxes.
I'm not sure if this affects the Windows rsyncd service but I'm seeing the warning message when using rsync from the command line after updating from Win7 to Win10. There was a breaking change in a Windows DLL in Win8.1 used by cygwin to manipulate the current directory. Details here.
