Simply it doesn't connect and wait up to the timeout value
If that's the case, it seems the most reasonable thing to do is start
back to basics and review the environment and dependencies. I vaguely
recall similar behavior being reported to the list on SELinux and broken
installations, or when permissions had been broken or dependent packages
had been removed, but that's as much of a hint as I can provide.
