You'll need to be more explicit about what you installed and all the steps you took.
Specifically, did you follow these instructions <https://github.com/backuppc/backuppc/wiki/Installing-BackupPC-4-from-tarball-or-git-on-Ubuntu>? After you run configure.pl near the middle of the script, what output does it generate? Can you confirm after it runs that /var/www/html/BackupPC is empty?
