Now that those packages are installed, run `sudo systemctl start backuppc` to start the BPC service.
If it still says it's not running, `systemctl status backuppc` should at least give some hints as to the problem.
You may also want to run `sudo systemctl enable backuppc` so that it will be automatically started when the system boots; I'm pretty sure this is already handled automatically when you install the package, but I'm not 100% certain, and running "enable" again won't hurt anything if it already is enabled.
And maybe that who is responsible of backuppc debian11 packages should add dependencies smb and rrdtool.
I would actually say it's the other way around - if you're not doing backups via samba, then backuppc should be able to start without needing valid samba paths (because they're not going to be used anyhow). I believe that rrdtool is only used to create backup disk pool usage graphs, so that should also be optional.
