For safety reasons once rsync finds an error it avoids deleting anything
from that point onwards in the whole process. Maybe that's what's happening?

That looks like the explanation.

You could use the rsync '--ignore-errors' option, but please don't think
I recommended it because I've never been brave enough to use it myself.
