This does help encourage users to move /etc/backuppc to the external backup
media and mount that directory over /etc/backuppc. That allows the OS to
make /etc read-only. I'd suggest that future packaging (including upstream)
relocate the directory to /var/lib/backuppc/etc/backuppc, to be bind
mounted or symlinked by the systemd unit for backwards compatibility. (I
mount the external backup media over /var/lib/backuppc using another
systemd unit that becomes a dependency of the backuppc unit.)
