Its possible that you have used up all the space in your backup
partition and bacula is thus unable to append to any volumes. I've
gotten this message as a result of that. If you aren't recycling volumes
or anything, this situation increases in likelyhood.

If you want to fix the problem so that it never comes back (assuming my
speculation above really is the source of the problem), you will need to
make sure that you recycle volumes at whatever intervals are necessary
to prevent you from running out of space.
