What you report sounds like the tape device is busy and thus can't be used to restore. Now, it would be interesting to see the output of `status storage` and, if that indicates that the device is available, perhaps the program lsof (available hopefully under BSD, too) can tell you if the device is actually used by any other process on your system.

Thank you.  I did perform a database dump/optimize as suggested in the
handbook a few days earlier.
