This error is a seemingly harmless artifact caused by bacula being started at bootup. Basically, delete the entry under HKLM\Software\Microsoft\Windows\CurrentVersion\Run that starts the fd. It should be started as a service, and the HKLM entry just seems to create noise. The failure for the FD to start up is likely something else - can you start it as a service, using the 'Services' entry under Administrative tools?
