I agree - if only because having users able to run restores trivially off tape keeps them in bad habits about restoring data.

We have a _mandatory_ 24 hour delay on user requested restores for this reason and only have a few "oops" restore requests each month, Other departments report repeated restore requests every week, usually from the same users and for the same files every time.
