Confirmed: it's a bug. This morning I got
maiasaura-sd: Job BackupCatalog.2005-09-21_03.10.00 waiting. Cannot find
any appendable volumes.
Please use the "label" command to create a new Volume for:
Storage: Seagate
Media type: DDS-3
Pool: Tape
So if LabelFormat is defined, it tries to create new tapes from thin air.

Then we have two bugs, because the retention time hasn't changed in more
than a year.
