You can/should point to a file in the machine itself:

FileSet {
Name = "Default"
    Ignore Fileset Changes = yes
Include {
 File = "C:/Documents And Settings"
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
^^Line below - read file from client^^^^^^^^^
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
        File = "\\<c:/backup_data.conf"
 Options {
    compression = gzip
    mtimeonly = yes
    signature = MD5
    Exclude = yes
    IgnoreCase = yes
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
^^^Line below - read file from local ^^^^^^^
^^^PS: read only with bacula's "reload"^^^
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
            @/etc/bacula/exclude-list.txt
