Host is up?
IP address is correct?
bacula-fd is running on this host?
Firewall allows connections to port TCP/9103 from the DIR?

Also, this is the same IP as the one below. As you seem to have 
trouble enough getting a basic setup running, I recommend to use a 
simpler setup - no SD on windows, identical names for machines, 
distinguished by the -dir and -sd suffix, etc.

Why don't you start with a purely local setup, i.e. DIR, SD and FD on 
one machine, and try to get those communicating using the network IP 
addresses?

If you've got the first backups run, have your pools sorted out, 
understand scheduling and job levels, have done test restores, worked 
with bconsole, understand how to react to user intervention requests, 
and know how to examine the pool contents it's time to add more 
clients. You're not ready to get this into production before that...
