You have a more fundamental issue, I think. Sudo is a package that allows a systems administrator to configures rules to let an account perform a task with the authority of another account (Switch User, DO.) It's not specific to Bacula by any means.
visudo is a sudo utility that will edit the configuration file, and check it for errors before committing it to a running state. Now, on to your specific error. You have a task that is running as the bacula user, executing a sudo call. The error is because bacula isn't identified in the sudo configuration (/etc/sudoers by convention) as you've already figured by running visudo and inspecting the contents. Without any more specific data (hint: check your syslog files, it should be very specific in there,) it'll be nearly impossible for anybody to even hazard a guess as to why it's failing, or even what it's trying to do.
