This was a design decision to prevent a bug that occurs when you
delete intermediate volumes.

You can do this using your script or modifying the bacula source code
and building your own bacula but the developers are most likely not
going to change their implementation of this any time soon. This has
been discussed dozens of times on this list and the bacula-devel list.
