Yes it should work if you have your concurrency set correctly. Meaning
you will have to set "Maximum Concurrent Jobs" in bacula-dir.conf in
the storage section, and director and possibly client.

That is possible as well but should not be needed. just add additional
storage devices for each tape drive that is in your archive in
bacula-dir.conf
