Notepad is good, as per the docs:
"On most modernWin32 machines, you can edit the conf files with notepad and
choose output encoding UTF-8."

Honestly, its been so long as I use vi on windows as well..

You certainly can check to see if the process is running to remove the 
ambiguity...
