Thanks for the help.
Yes, /dev/changer is my changer device. Use RedHat is by default it is created 
as a symbolic link to /dev/sg8.
On my system there is the user bacula. My bacula is running as root. See;

# ps aux | grep bacula
root 14833 0.0 0.0 128340 1384? Ssl 18:18 0:00 / usr / sbin / bacula-sd-v-c / 
etc / bacula / bacula-sd.conf
root 14848 0.0 0.0 123948 868? Ssl 18:18 0:00 / usr / sbin / bacula-fd-v-c / 
etc /bacula / bacula-fd.conf
root 14856 0.0 0.0 157232 2580? Ssl 18:18 0:00 / usr / sbin / bacula-dir-v-c / 
etc / bacula / bacula-dir.conf

And the permissions look right, look;

# ls-l /dev/changer
lrwxrwxrwx 1 root root 3 Apr 30 2011 / dev / changer -> SG8
# Ls-l /dev/sg8
crw-rw ---- 1 root disk 21, 8 Apr 2011 30 / dev/sg8

Before posting my problem, I realized changing test /dev/changer to /dev/sg8 
and the same problem occurred.
