You could try using trickle, as suggested in http://www.iniy.org/?p=195
Never tried it, don't know if it works, but it looks promising.

I think you found a mistake in the 5.2 manual, the speed limitation
feature was
introduced in bacula 7.0. It means you need Director and Clients running
Bacula 7.0.
