Both solutions will work fine. You are free to choose the best for you.

I've deployed a lot of clusters with bacula-fd using both solutions
depending on customer requirements.
During my deployments, I've found that setup of dedicated bacula-fd for
cluster service takes a lot of time compared to the simple solution, which
takes 2-3 minutes including testing. :)
