Yes, this is correct. If you have a very long data retention time (volume
retention) then all your job details (files, jobs) will be stored in
catalog for this very long time, so you could expect a catalog to grow. As
in most cases the restore from very old backups are rather rare, you can
save a lot of resources (space and cpu time) just by trimming a catalog
with file/jobs retention parameters.
