AFAIK the most important retential is the Volume one, since you can always 
rebuild File and Job Catalog Tables information with bscan.
Job and File retentions don't prevent the Volume being recycled. However, 
Bacula only recycle volumes when new backups have demand to write empty ones 
(with stock configurations).
