Have you tried adding in 
https://copr-be.cloud.fedoraproject.org/results/slaanesh/Bacula/epel-7-x86_64/ 
<https://copr-be.cloud.fedoraproject.org/results/slaanesh/Bacula/epel-7-x86_64/>
 to your repo server? I update all my instances with foreman/katello in this 
way.
