Just off the top of my head, it looks like you've defined the priority for your two jobs to be the same. What happens if you leave most of your jobs at priority 10 and set mcalsrv012 to priority >10?
I'll also call out as someone new to Bacula myself that I have no idea whether the order of that list reflects the order in which the jobs will execute. It's possible that the list may not change, but you should be able to see in your logging if mcalsrv012 executed later than the rest. Cheers!
