Hello Elias, If you use Bacula installed in /opt/bacula then the directory to set permissions is /opt/bacula/etc, not /opt/bacula.
After changing the web server user group, you need to restart PHP (usually php-fpm) or the web server depending on how your web server uses PHP. Please let us know if it helped. Good luck.
