Any copy or migrate job requires an available input device, and a separate
available output device.

You can do a copy / migrate from one pool to a different pool on the same
director 'storage {}' resource, all within the same SD. However, the
storage {} resource must reference an autochanger {} resource in the SD
config file, and the autochanger {} resource must contain at least 2
available device {} resources.

It is of course possible to have different SDs, etc.

You can think of "device {}" resources in the bacula SD config as virtual
tape drives, and the volumes as virtual tapes. Bacula must be able to
simultaneously read a volume with one device and write the copied /
migrated output to another device.
