When I think of paramilitary, I think of citizen militias.
Think rather of police units trained to deal with terrorist acts and hostage situations. SWAT teams, Hostage Rescue, etc.

Teachings.I think Baha`u'llah says it will be as a result of His teachings, but the spiritual commitment must come from somewhere.

Then why a death penalty in the Aqdas? Doesn't that imply coercive force?Death penalties and imprisonment are enforced not by the military but by the courts and the police. Besides, Regional, and national police forces and court systems are adequate to the task, are they not?
The death penalties in the Aqdas are not required, incarceration for life is sufficient. That's left up to the court. Surely the UHJ will not be troubled by every court case in the whole world, will it?

It is primarily a legislative body, though judicial functions appear to be
under their authority as well.In most countries legislative bodies do not control the military either, it generally does not work well.
