I think it is NOT possible (not because God is not able to do that, but because of His Will); I have other personal reasons, but they are not scholar reasons, they are very "mine". Anyway, your reasoning of responsibility is pretty valid for me. Also, I would like to get understand Noah's situation (so, His people were responsible?).
