Dear David, 

I think you need to keep in mind that the purpose of the Universal 
House of Justice is not to dispense personal advice of this sort, it 
is to legislate and run the affairs of the community. The internet has 
increased their load of their correspondence tremendously and they can 
no longer keep up. I find more and more of the friends are getting 
responses such as this, and some of them with much less justification 
than in your case. These are often scholars for whom Board Members and 
LSAs are of absolutely no help. What they need is access to the 
resources of the Research Department. In my opinion, methods need to 
be devised to provide them with such access without increasing the 
burden of the House of Justice itself.
