I have posted an article about the divine guidance flowing to the House of Justice during the enactment of legislation, and addressing the passage from Shoghi Effendi's "Dispensation" letter in which he speaks of the role of the Guardian in the process of legislation, particularly the passage about reconsideration of enactments he believes to conflict with the meaning or depart from the spirit of the Text.
