The Baha'i Studies Listserv I've found most of the answer. There are two statements - one in Sept 1986 when the Network was formed <http://iefworld.org/bicpne.htm>, and a second one 3 Oct 1987 when the Baha'is joined the Network <http://iefworld.org/bicnat.htm>.
Last October 3, the Baha'i Faith became the sixth world religion to join the Network on Conservation and Religion , a ground-breaking alliance formed last year between the World Wide Fund for Nature (WWF) and major world religions_ In a ceremony at the renowned Maxwell Zoo in Winchester, England, representatives of the Baha'i International Community issued an official Statement on Nature and formally entered the network. [U.S. Bahá'í News, Feb 1988] Because the statement I asked about was done by the OPI and not the BIC-UN, it is not included among the statements at that site.
