The Promoter carries these notices too.

It is not the responsibility of the surface owner to assist the
driller/operator to find the missing mineral owners. The driller and
his legal representatives will make a good faith effort to find the
person or rightful heir. Royalties to other mineral owners on the
spacing will be paid, with the money due the missing mineral owners
put in an escrow account. If the owner cannot be found from this
effort, a notice is published in the official county paper. If there
are no responses or claims to ownership after the legally required
time period, any unclaimed mineral interest reverts to the surface
owner.
